Activity 1:
  Planning for the national coffee sector

Target audience:

The audience is interested parties at national or regional level: for example, coffee institutes, the national coffee exchange (if any), Ministry of Agriculture coffee experts, public health officials, economists, representatives of farmers' organizations or coffee processors, and exporters. Between them the group should command considerable specialist knowledge of different aspects of the national coffee sector - technical, socio-economic, commercial - which can be pooled to address questions of national or regional policy in a well-rounded way. Expertise not present within the group should be brought in through invited speakers or documentation.

Two-day introductory workshop/seminar on coffee quality OR independent learning.

Following the global picture outlined in module 1.3 (Production and Trade), participants pool knowledge and data to describe the national coffee sector, evaluate its status and identify significant factors in its development.

2. Update and extend knowledge of mould and mycotoxin contamination and their effect on coffee and the coffee economy Knowledge check
a) Briefly discuss the questions in A below and pool the group's existing knowledge.
b) Clarify the questions by referring to the first module (Mould and mycotoxin contamination in food) or other expert input.
c) Select and summarise on one sheet the significant facts about (i) mould and mycotoxin contamination in coffee; (ii) the effect on coffee quality and price; and (iii) international OTA standards.
d) Practise calculating OTA contamination levels (see activity 3 below).
e) Tentatively assess the potential impact of increased production of high-quality coffee on the national coffee economy.

Referring to the diagram of the coffee chain (Presentation Slide 12, module 2.3) and calling on participants with in-depth experience of the coffee industry, identify some processes at risk from mould contamination and specify some technical solutions (e.g. selective harvesting, longer drying, clean processing conditions, improved waste management).

Prepare descriptions of some prototypical operators in the coffee chain (e.g. a small producer, a trader, a processor). For each, examine the constraints on making the changes identified above

5. Discuss and evaluate solutions Some solutions
a) Gather ideas on how to tackle these problems, including (if possible) case materials on how they are being dealt with elsewhere. List possible strategies (e.g. new markets, change in process, strengthened farmers' organizations, economies of scale, health controls, training, price incentives or independent contracts, fair trade options). b) Evaluate some solutions for feasibility, effectiveness, economy.

6. Decide on further steps The way forward
Discuss possible steps to take, e.g.
a) Looking at structures for the development of international standards and the channels for national input (Section 2, Ideas for group
discussion/exercises).
b) Examining in depth the risks and remedies for mould contamination through the coffee chain, e.g. through (i) Section 3 activities, (ii) wide consultation with stake-holders, (iii) literature review, (iv) more case material.
c) Consulting widely and gathering data to modify and refine the provisional package of measures.
